The problem vanished as I reset the phone! I connected my laptop to my mobile hotspot and it worked, so the next morning I tried to connect again but i started facing the same problem as before! It gets stuck on connecting secure connection!

You can. You just need two devices like phone ask hotspot and an other device like phone, tablet or laptop to connect to that hotspot (wifi) and setup the chromecast as normal with that second device. Worked for me. Nexus 5x as hotspot and nexus 10 for casting things to my chromecast.
